No Internet Access

Prisons can provide internet access within safe limits. It’s not easy to control technology, as the hedgehog knows, but the ability to use internet-capable devices is necessary for the basics of life: paying rent, filing taxes, applying for jobs, maintaining relationships, and participating in society. Even scheduling a haircut may require using a phone app. Digital literacy is a vital reentry skill. Prisons can’t be stuck in the past if they are serious about their mission to reduce recidivism.

Some prisons offer digital-only access to legal databases, but never teach prisoners how to use them.20 Colorado provided tablets statewide with no instruction to prisoners who had never seen a device before.

It’s become increasingly difficult to get access to basic reference materials as they go out of print. Prison libraries are going to need internet access because without it they cannot meet the rehabilitation needs of their users.21
